M4P is a codified approach to sustainable, large-scale development through systems change. It begins by looking at where poor people exist in systems. It involves conducting in-depth analysis of transactions and the supporting functions and rules that dictate their terms. Much of Agora's work has involved the M4P approach over the last decade and the team have been key to its conceptual development and practical application.
