Life is comprised of transactions - tangible and intangible. Quality of life can be determined by the terms - the quality, quantity and price - of that transaction for a particular group. These terms are, in turn determined by the institutional environment in which they occur, comprised of supporting functions and formal and informal rules. Systemic change is about changing the institutional environment in order to change desired outcomes. Doing so with result in sustainable impacts for large numbers of people and is the essence of good development.
